The following represents the majority of direct actions taken as a Wheat Ridge City Councilmember within the Formal Business Meetings of the Wheat Ridge City Council Meetings between November 2013 and August 2017. This laundry list does not include his actions taken during study sessions, questions he asked, most seconds he made, or other lesser included actions within the same time frame. In his time on City Council Zachary Urban, Mr. Urban's voting record has been the strongest of any City Councilmember. He has voted one way or the other, on every motion except for 4 motions taken during the March 13, 2017 Meeting. On November 18, 2013 Councilmember Urban was sworn into office as Councilmember for District II.

On December 9, 2013 Councilmember Urban moved to approve payment to ESRI, Inc. in the amount of $38,000 for the annual renewal of the Graphical Information System.

On January 13, 2014 Councilmember Urban moved to direct staff to research the options for removing the back-in parking on 38th Avenue and replacing it with other parking options.

On January 13, 2014 Councilmember Urban moved to ratify the District II Mayoral appointment of Chad Harr (Mr. Urban's former opponent for City Council) to the Housing Authority

On April 24, 2014 Councilmember Urban moved to approve Council Bill No. 01-2014, an ordinance approving the rezoning of property located at 6405-6409 W. 44th Avenue from Restricted Commercial (RC) to Mixed Use Neighborhood (MU-N)

On April 24, 2014 Councilmember Urban seconded the motion by Councilmember DiTullio to expand the Seniors' Resource Center circulator bus service in the amount of $12,000; The motion failed as a result of a lack of support from the majority of council. 

On April 24, 2014 Councilmember Urban moved to approve the revised Council Rules of Order and Procedure.

On June 9th, 2014 Councilmember Urban moved to approve resolutions 30-2014, 31-2014, 32-2014, 33-2014 

On June 23, 2014 Councilmember Urban moved to approve the resolution 36-2014 the naming of Hopper Hollow Park.

On July 14, 2014, Councilmember Urban was the only council member to vote against Resolution 40-2014,  amending the Fiscal Year 2014 Capital Investment Program Budget to reflect the approval of a Supplemental Budget Appropriation in the amount of $750,000 for the purpose of retaining professional services for the design of construction plans for the proposed 38th Avenue improvements.

On July 14, 2014 Councilmember Urban moved to approve Resolution 38-2014 A resolution amending the fiscal year 2014 general fund budget to reflect the approval of a supplemental budget appropriation in the amount of $8,000 for the installation of air conditioning in the Channel 8 equipment room.

On July 28th, 2014 Councilmember Urban moved to approve payment to Dillon Companies in the amount of $104,739.76 for the 12-month period ending June 30, 2014 in accordance with an enhanced sales tax incentive program agreement.

On August 11th, 2014 Councilmember Urban voted in favor of Submitting a Ballot Question to the voters of the City at the November 4, 2014 Election concerning a Street Width Designation for portions of 38th Avenue. (Ballot Question ultimately failed at the polls with the following result: Yes 41.3 percent (5,137) No 58. 7 percent (7,301))

SHALL A STREET WIDTH FOR 38TH AVENUE BETWEEN UPHAM STREET AND MARSHALL STREET BE ESTABLISHED BY CITY COUNCIL IN ORDER TO IMPLEMENT THE VISION OF THE 38TH AVENUE CORRIDOR PLAN TO REVITALIZE THE 38TH AVENUE CORRIDOR BETWEEN UPHAM STREET AND MARSHALL STREET INTO A MAIN STREET BUSINESS DISTRICT TO INCLUDE WIDER PEDESTRIAN SIDEWALKS, AMENITY ZONES WITH LANDSCAPING AND SEATING AREAS, ON-STREET PARKING, PUBLIC ART, AND COMMUNITY GATHERING PLACES, SUCH THAT THE STREET WIDTH FOR 38TH AVENUE BE ESTABLISHED AT 47 FEET FROM UPHAM STREET TO HIGH COURT, 41 FEET FROM HIGH COURT TO 230 FEET EAST OF HIGH COURT, AND 38 FEET FROM 230 FEET EAST OF HIGH COURT TO MARSHALL STREET?"

On August 11th, 2014 Councilmember Urban moved to approve Resolution 45-2014, a resolution authorizing an Intergovernmental Agreement with the county of Jefferson, state of Colorado, and the City of Wheat Ridge regarding the administration of their respective duties concerning the conduct of the November 4, 2014, Coordinated Election.

On August 25th, 2014, Councilmember Urban moved to amend Ballot Question regarding 38th Ave. to include the phrase "at a cost not to exceed $9.3 million", Motion failed due to a lack of support from a majority of City Council.

On September 8th, 2014 Councilmember Urban moved to approve Council Bill 12-2014 - an ordinance approving the rezoning of property located at 4360 Gray Street from Neighborhood Commercial (NC) to Mixed Use-Neighborhood (MU-N).

On December 8th, 2014 Councilmember Urban moved to add a footnote to the budget that any non-profit organization or event to which the City gives over $5,000 will submit their 501 (c)3 designation or some proof of non-profit status, along with the following:

  • an audited financial statement

  • an anti-lobbying statement that monies from the City will not be used for lobbying or other political activity

  • a budget for the monies received from the City

  • the goals for the monies received from the City (to later evaluate success)

Motion failed due to lack of support from a majority of City Council.

On December 8th, 2014 Councilmember Urban moved to approve the following items:

Council Bill 15-2014- approving the rezoning of property located at 6904-6940 W. 48th Avenue from Residential-Three (R-3) to Planned Residential Development (PRO) 

Resolution No. 59-2014- approving a specific Development Plan for a Planned Residential Development (PRO) located at 6904-6940 W. 48th Ave. 

Resolution No. 60-2014- approving a 19-lot Subdivision Plat with Right-of-way dedication for property zoned Planned Residential Development (PRO) and located at 6904-6940 W. 48th Ave. 

On January 12th, 2015 Councilmember Urban moved to approve Council Bill 01-2015, an ordinance approving the rezoning of property located at 4295 Harlan St. from Restricted Commercial (RC) to Mixed Use-Neighborhood (MU-N)

On January 26th, 2015 Councilmember Urban was successful in postponing indefinitely Council Bill 03-2015

On Feburary 9th, 2015 Councilmember Urban was the only Councilmember to vote against Resolution 07-2015, a resolution approving a first amendment to the Wadsworth Boulevard Corridor Redevelopment Plan to allow the utilization of $6.5 Million dollars in tax increment financing for the proposal project at the southwest corner of 38th and Wadsworth Blvd.

On Febuary 23rd, 2015 Councilmember Urban asked for a moment of silence to honor the passing of former Wheat Ridge City Councilman Mr. Anthony Flasco.

On March 4, 2015 Councilmember Urban held a Community Meeting 7760 W. 38th Avenue 

On March 9th, 2015 Councilmember Urban moved to approve installation of a Traffic Calming Device on Balsam Street between 39th Ave. and 41st Avenue in accordance with the Neighborhood Traffic Management Program.

On March 23, 2015 Councilmember Urban moved to approve Council Bill No. 07-2015, an ordinance providing for the sunset of the Animal Welfare and Control Commission.

On March 28 2015 Councilmember Urban held a Community Meeting at 3850 High Ct. 

On June 8th, 2015 Councilmember Urban noted to staff that previously City Council had passed a resolution supporting city staff to apply for an EPA grant to cover $300,000 in environment remediation at the 38th and Wadsworth Blvd. Site, but that this grant had never been applied for and instead the monies for this clean instead came from city funds. 

On June 22, 2015 Councilmember Urban moved to approve Council Bill 14-2015, an ordinance amending Subsection 21-13(3) of the Wheat Ridge Code of Laws concerning permits for electrical work performed in rights-of-way.

On June 22, 2015 Councilmember Urban voted No on resolution 32-2015 a Resolution Ratifying the decision of Renewal Wheat Ridge to enter into a $6.2M Dollar Redevelopment Agreement with TKG Wheat Ridge, LLC and approving a Cooperation Agreement between the City of Wheat Ridge and Renewal Wheat Ridge, regarding the 38th and Wadsworth Blvd. Development Site. 

On July 28th, 2015 at Councilmember Urban held a neighborhood meeting at 8235 W. 44th Ave. to discuss ongoing community issues 

On August 24, 2015 Councilmember Urban moved to approve Council Bill 20-2015. an ordinance approving a Zone change from Industrial-Employment (1-E) Commercial-One (C-1) and Agricultural-One (A-1 ) to Industrial-Employment (1-E) for property located at 4901 Marshall St.

On August 24, 2015 Councilmember Urban announced his Drive Like Our Kids Live here campaign to ask residents to drive slowly in our neighborhoods.

On September 14, 2015 Councilmember Urban voted against Resolution 38-2015 a resolution supporting the Jefferson County Library Mill Levy Increase.

On October 12, 2015 Councilmember Urban moved to approve Council Bill 24-2015. an ordinance amending Section 5-38 and Chapter 16 of the Wheat Ridge Code of Laws, to place limits on the hours of private construction activity in the City and providing a remedy for violations of the same.

On October 12, 2015 Councilmember Urban moved to approve Resolution 43-2015 a resolution approving an Agreement with the Colorado Department of Transportation (COOT) for the Wadsworth Boulevard Widening Project from 35th Avenue to 48th Avenue;

On October 26, 2015 Councilmember Urban voted against approval of Council Bill 25-2015. an ordinance approving the rezoning of property located at 3790 Wadsworth Boulevard from Mixed Use-Neighborhood (MU-N) to mixed Use-Commercial for the purpose of turning this property into a free-standing emergency room. Council Bill 25-2015 eventually failed.

On November 9, 2015  A motion was made by Councilmember Pond to appoint former City Councilmember Bud Starker to fill the vacancy for City Council District 1; second by Councilmember Fitzgerald; Councilmember Urban called a point of order that the item added to the agenda was for discussion of the process- not the appointment to fill the vacancy. Councilmember Pond subsequently laid his motion on the table until eligible persons interested in serving may submit an expression of interest to the City Clerk by Friday, November 13.

On November 9, 2015 Councilmember Urban moved to approve Council Bill 28-2015 an ordinance approving a zone change from Restricted Commercial (RC) to Mixed Use-Neighborhood (MU-N) for property located at 4340 Harlan Street.

On November 23, 2015 Councilmember Urban moved to approve Resolution No. 52-2015 A Resolution approving the submittal of the application for a 2016 local government grant to Jefferson County Open Space for Clear Creek Trail enhancements.

On November 23, 2015 Councilmember Urban voted in favor of the appointment of Janeece Hoppe to the vacant seat of City Council Member District 1

On December 14, 2015 Councilmember Urban moved to approve Resolution No. 51-2015 a resolution approving a substantial modification to the 38th Avenue Corridor Redevelopment Plan to allow for the utilization of Tax Increment Financing

On January 11, 2016 Councilmember Urban received unanimous consent to donate $5,000 to the Gilmore scholarship fund

On January 20, 2016 Councilmember Urban co-sponsored the calling of a special meeting of the Wheat Ridge City Council to discuss concerns and improvements regarding the Cre8 Your 38 meeting process.

On January 25, 2016 Councilmember Urban moved to approve Resolution No. 03-2016 a resolution terminating the 1995 Development Agreement, as amended, between the City of Wheat Ridge and the 38th and Sheridan, LTD. Partnership and Dillon Companies, Inc

On February 8, 2016 Councilmember Urban seconded Councilmember Duran's motion to defend the Constitutional claims of the lawsuit brought against the City of Wheat Ridge by the developer of the 38th and Wadsworth Development, motion failed due to a lack of support from a majority of City Council, subsequently City Council did decide to defend this claim against this lawsuit, but lost in court.

On Febuary 8, 2016 Councilmember Urban acknowledged it was International Day of Prayer and Awareness Against Human Trafficking

On Febuary 22, 2016 Councilmember Urban moved to approve Council Bill 04-2016 an ordinance vacating the western 19 feet of Marshall Street, adjacent to 4901 Marshall Street

On April 11, 2016 Councilmember Urban seconded the motion by Councilmember Wooden to approve Council Bill 05-2016, an ordinance imposing a Temporary Moratorium on the submission, acceptance, processing and approval of applications and requests for a permit, license, land use approval or other approval for a Freestanding Emergency Room Facility.

On May 2, 2016 Councilmember Urban moved to appoint Gerald (Jesse) James to the DIRT Task Force

On May 9th, 2016 Councilmember Urban moved to direct the staff to settle the ongoing tax case with AT&T Mobility and its affiliates, including Singular Wireless, in the amount of $34,529

On May 23, 2016 Councilmember Urban moved to continue Resolution No. 24-2016, a Resolution approving a specific Development Plan for property located at 12700 W. 44th Ave to the June 27th meeting.

On June 27, 2016 Councilmember Urban moved to approve Council Bill 11-2016, zone change for a zoning change from Commercial-One (C-1) to Industrial Employment (1-E) for property located at 4949 Marshall Street(Sit Means Sit Denver Dog Training).

On June 27, 2016 Councilmember Urban moved to appoint Carla Mead to the Outside Agency Program Citizen Review Committee, District II

On August 8, 2016 Councilmember Urban moved to approve Council Bill 14-2016 - an ordinance amending the title and certain sections of the Wheat Ridge Code of Laws regarding pawnbroker requirements and establishing secondhand dealer requirements

On August 22, 2016 Councilmember Urban voted in favor of failed Council Bill 16-2016 which would submitted a Ballot Question concerning a temporary increase of one-quarter of one cent (0.25%) in the City's Sales and Use Tax Rate for three years, without increasing property tax, to finance 38th Avenue Streetscape Improvements. This would have given the citizens the ability to vote on 38th Ave once again.  

On September 12, 2016 Councilmember Urban moved to approve the Assignment of Allocation between the Colorado Housing and Finance Authority (CHFA) and the City of Wheat Ridge and to adopt Resolution No. 39-2016 authorizing assignment to the Colorado Housing and Finance Authority of a Private Activity Bond Allocation of the City of Wheat Ridge pursuant to the Colorado Private Activity Bond Ceiling Allocation Act in the amount of $1 ,555,400 thereby designating the City's PAB allocation to CHFA for the purpose of providing Mortgage Credit Certificates.

On September 12, 2016 Councilmember Urban moved to approve Council Bill 18-2016, an ordinance amending Articles I, II and VI of Chapter 26 of the Wheat Ridge Code of Laws concerning regulation of self-storage facilities.

On October 10, 2016 Councilmember Urban moved to approve Council Bill No. 24-2016, an ordinance amending Chapter 16 of the Wheat Ridge Code of Laws to add a new Section 16-68, entitled Removal of Snow and Ice from Sidewalks.

On October 15, 2016 Councilmember Urban held a community meeting at 3645 Marshall Street.

On November 14, 2016 Councilmember Urban seconded the motion by Councilmember Hoppe to approve Council Bill No. 25-2016, an ordinance amending Articles I, II and IV of Chapter 26 of the Wheat Ridge Code of Laws concerning the implementation of a residential bulk plane development standards.

On November 14, 2016 City Manager Patrick Goff reported that Councilmember Urban's suggestion to call the development at the end of the G-line "Base Camp" is catching on. 

On November 28, 2016 Councilmember Urban moved to approve the following: 

Motion to adopt the 2017 Regular City Council Meeting Calendar

Resolution No. 45-2016 - designating the City Hall Lobby as the Official Public Notice Posting location and the Wheat Ridge Transcript as the Official newspaper of General Circulation for City Publications in 2017

Motion to approve payment to Murphy Construction Company, LLC, Denver, Co., in the amount of $32,604 for the purpose of replacing additional trail as part of the Clear Creek Trail Maintenance Replacement Project [original project bid under budget; using remainder of budgeted funds for 483 more feet of trail] 

Resolution No. 49-2016 - approving Clear Creek Trail Replacement west of Moore for the purpose of expending Grant Funds [authorizing use of unused grant funds for additional trail]

On November 28, 2016 Councilmember Urban moved to increase funding for the Carnation Festival by $20,000. 

On January 23, 2017 Councilmember Urban reported on the collaborative efforts by many agencies in our community to help persons experiencing homelessness in our community.

On Feburary 27, 2017 Councilmember Urban moved to approve Council Bill 02-2017, an ordinance authorizing the issuance by the City of Wheat Ridge, Colorado of its Sales and Use Tax Revenue Bonds, Series 2017A.

On Feburary 27, 2017 Councilmember Urban moved to appoint Vivian Vos to the Planning Commission

On Febuary 28, 2017 Councilmember Urban met with Congresman Ed Perlmutter's youth advisory council to discuss housing and homelessness.

On March 13, 2017 Councilmember Urban was excused from the regularly scheduled City Council Meeting to attend the National League of Cities meeting in Washington D.C. Only one night of lodging and the conference registration fee was paid for by the City of Wheat Ridge for Councilmember Urban's attendance at this meeting. Mr. Urban's airfare and other expenses for this trip were not paid for by the City of Wheat Ridge.  

On March 27, 2017 Councilmember Urban moved to amend Council Bill 04-2017 an ordinance extending the temporary moratorium of the submission, acceptance, processing, and approval of applications and requests for a permit, license, land use approval or other approval for a freestanding emergency room from 180 days to 365 days. 

On March 27, 2017 Councilmember Urban moved to approve Council Bill 07-2017, an ordinance amending various provisions of Article 1 of Chapter 22 of the Wheat Ridge Code of Laws concerning City sales and use tax, and Section 11-68 of the Wheat Ridge Code of Laws, concerning proration of the annual liquor license occupation tax.

On March 27, 2017 Councilmember Urban moved to have an ordinance calling for a question on the issue of 38th ave for the November 2017 Ballot reviewed by the City Attorney for legal sufficiency and come before Council on 1st Reading on April 24;

On April 10, 2017 Councilmember Urban voted against Council Bill 06-2017, an ordinance amending Chapter 26 of the Wheat Ridge Code of Laws concerning the regulation of site design standards for site grading, retaining walls and stormwater facilities, 

On April 10, 2017 Councilmember Urban requested the following additional language be added to Council Bill 03-2017: 

"Additional traffic information be submitted at the time of administrative site plan review to determine whether the installation of a traffic signal at the corner of 44th and Yarrow is warranted. If it is warranted, the applicant will be responsible for the proportional share of the cost of such signal installation."

On April 24, 2017 Councilmember Urban moved to allow public comment on Council Bill 08-2017 - An ordinance referring a Ballot Question at the Regular Municipal Election on November 7, 2017 concerning the restriping and repaving design configuration of 38th Avenue between Sheridan Boulevard and Wadsworth Boulevard

On April 24, 2017 Council Member Urban introduced Council Bill 08-2017 The ordinance refers a ballot question to the electorate at the November 7 election requiring the City to restripe and repave 38th Avenue between Sheridan and Wadsworth to at least a four-lane configuration when the street is repaved. Repaving is budgeted at $750,000.

On April 24, 2017 Councilmember Urban moved to approve Council Bill 08-2017, an ordinance referring a Ballot Question at the Regular Municipal Election on November 7, 2017 concerning the restriping and repaving design configuration of 38th Avenue between Sheridan Boulevard and Wadsworth Boulevard. Measure failed due to a lack of support from a majority of City Council. 

On May 8th, 2017 Councilmember Urban advised residents of the following with dealing with roofing contractors:

  • Only take bids from local contractors that YOU have called

  • Only accept bids with price, scope of work and materials written on them

  • Homeowners should have a 72 hour cancellation period

  • Never sign anything that has a cancellation fee

  • Request five local references the roofer has worked with over a year ago

  • Ask for copies of the roofers workman's comp and liability insurance, and verify that they are current

  • Make sure the name on the insurance matches the name of the roofer

  • Make sure the roofer pulls a building permit and has the new roof inspected

  • Don't pay for materials in advance

  • It is illegal for a contractor to offer to pay, waive or rebate your deductible

  • Never turn over any insurance checks or pay money until the work is completed

  • Always work with local companies to avoid fly-by-night operations

On June 8th, 2017 Councilmember Urban sent a letter to Governor John Hickenlooper requesting a declaration of Disaster for the City of Wheat Ridge in relation to the May 8th Hail Storm. 

On June 12, 2017 Councilmember Urban requested an update on the opening of the G-Line.

On June 12, 2017 Councilmember Urban moved to approve Resolution 20-2017, a resolution amending the Fiscal Year 2017 General Fund Budget to reflect the approval of a Supplemental Budget Appropriation in the amount of $50,000 for the purpose of funding the Wheat Ridge Business District Facade Plus Grant Program.

On June 12, 2017 Councilmember Urban voted against Resolution 21-2017 A Resolution supporting Mayor Jay's participation in the Mayors National Climate Action Agenda, continued support of the Wheat Ridge Environmental Sustainability Committee's Mission.

On June 12, 2017 Councilmember Urban introduced suggestions to streamline the mid-roof inspection process including the use of an affidavit to speed up the process using geo-tagged photos by roofing contractors, as is done in surrounding communities, if at all. These suggestions where not accepted by staff and did not receive support from a majority of City Council.

On June 26, 2017 Councilmember Urban moved to approve Council Bill 13-2017, an ordinance approving a lease with Verizon Wireless for placement of a cellular antenna facility on the Wheat Ridge Recreation Center.

On July 10, 2017 Councilmember Urban moved to approve Council Bill 11-2017; An Ordinance approving the rezoning of property located at 6375 West 44th Avenue from Commercial-One (C-1) to mixed Use-Neighborhood (MU-N).

On August 14, 2017 Councilmember Urban moved to approve Council Bill 16-2017 - an ordinance approving the rezoning of property located at 6025 W. 40th Avenue from Commercial-One (C-1) to Residential-One (R-1C).
